Library Board Meeting Minutes
June 9, 2008
Richard Brookman, Director of the Kearny County Library gave an informative presentation about the Friends of Kansas Libraries. Following the presentation, the monthly library Board meeting was conducted.
Chairman Annette Sosa called the monthly meeting of the Stevens County Library Board of Trustees to order. Those in attendance were Annette Sosa, Heather Augustine, Laura Hull, Charlotte Veatch, Stacey Strickland, and Eunice Schroeder. Also in attendance were Wanda Williams, Tyler Romero, Lisa Bennett, Lindsey Lissolo, Lorena Torres, Kathy Jays, Diane McDaniels.
The agenda was approved with the addition of “Introductions”; adding an executive session immediately after introductions, and moving the Financial Report to be given just before adjournment.
The Chairman asked that the Board go into executive session to discuss personnel matters of non-elected personnel. Laura Hull moved to go into executive session for 20 minutes at 6:10 p.m. and return at 6:30 p.m. Heather Augustine seconded, motion carried. At 6:30 p.m. motion made to go out of executive session was made by Heather Augustine seconded by Laura Hull. At 6:31 a motion was made to go back into executive session by Heather Augustine, seconded by Laura Hull. The Board returned to open session at 6:41p.m. No action was taken.
Minutes of the previous meeting were approved.
No correspondence was read; however, it was noted that Wanda Williams was continuing to receive congratulations on her retirement.
The Director and Assistant Director’s report were presented. (see attached)
Under unfinished business, Eunice reported that the wireless part of the new sound system was found to be faulty and it would be replaced at no cost. The Staff Meeting Report was presented. (attached) Eunice also reported that there were 19 individuals that participated in the “Milk Comes From A Cow” presentation. It was also reported that 550 individuals have signed up to participate in the summer reading program. The Kan Ed. High Definition Video Conferencing System is up and working. This was purchased by a grant that had been received previously.
New business included a purchase of four computers; two with monitors and two without monitors. The new computers will be installed in the staff area and the original staff computers will be in the lab. A total of $3,948.22 is the cost of the four computers. This expense of computers will be covered by unexpended monies from the 2007 budget which had been earmarked for computers. Laura Hull moved to purchase the computers, Heather Augustine seconded and the motion was favorable. Eunice reported that Wanda Williams will be offered contract labor for her continued work that she performs for the library.
The financial report was given and Heather Augustine moved to accept the report; Laura Hull seconded and the vote was favorable.
Charlotte Veatch moved and Heather Augustine seconded to go into executive session to discuss non-elected personnel at 7:45p.m. for 30 minutes. Laura Hull moved and Heather Annette seconded to go out of executive session at 8:15 p.m. Heather Augustine moved and Annette Sosa seconded to back into executive session at 8:18 p.m. for 15 minutes. Heather Augustine moved and Charlotte Veatch seconded to return to open session at 8:29 p.m.
Following the executive session, the Board issued directives for the staff. (attached)
Next, Laura Hull moved and Annette Sosa seconded the motion that desk receipts will be entered and recorded in detail. (Who made the payment, the reason for the payment, exact amount of the payment.) A written copy with the signature of the person receiving the money will be kept as a record. Absolutely no other money (e.g. “tip bag”) is to be collected and kept at the library. Last, Annette Sosa moved and Charlotte Veatch seconded that only one mileage travel request per trip will be reimbursed. If attendees need to go at different times, they will have to either change their schedule or pay their own mileage. Both motions carried.
